During the National People’s Political Consultative Conference and the National People’s Political Consultative Conference in 2023, Cheng Jianping, member of the National Committee of the Chinese People’s Political Consultative Conference and secretary of the Party Committee of Beijing Normal University, proposed in an exclusive interview with People’s Daily that Chinese-foreign cooperation in running schools should strengthen the guidance of party building, adhere to the fundamental task of cultivating virtue and cultivating people, clarify the nature of running schools and introduce high-quality educational resources, so as to promote the high-quality development of Chinese-foreign cooperative schools.

In order to improve the quality of Sino-foreign cooperation in running schools and further promote the opening up of high-level education, member Cheng Jianping put forward several suggestions on current issues.

“It is necessary to introduce guidelines for party building work and strengthen the guidance of party building.” Cheng Jianping proposed that guidelines for party building work on Chinese-foreign cooperation in running schools should be issued, the implementation methods for party building work should be refined, and the responsibilities of departments at all levels for party building work in cooperative running schools should be consolidated; It is necessary to strengthen the construction of the party’s leadership system and mechanism, write the content of party building into the school-running agreement and charter, and the secretary of the party committee of the Chinese organizer and the secretary of the party committee of the cooperative school-running institution should also jointly enter the board of directors and participate in the decision-making process of cooperative school-running throughout the process; At the same time, it is also necessary to strengthen the top-level design of party building work and the construction of party affairs work team to ensure the effective development of party organization work.

Cheng Jianping believes that the ideological guidance of Sino-foreign cooperative school-running institutions and projects should be strengthened, and the fundamental task of “cultivating people with virtue” should be adhered to. He said: “It is necessary to strictly control ideology and political review of teachers in key links such as professional setting, curriculum construction, selection of teaching materials, classroom teaching, and student clubs, increase the weight of morality and cultivation of people in the evaluation index system, and implement a ‘one-vote veto’ for dereliction of ideological management.”

Faced with the current problem of ambiguous attributes of Chinese-foreign cooperative schools, Cheng Jianping proposed that a new “Implementation Measures for the Regulations on Chinese-Foreign Cooperative School-running” should be issued as soon as possible, which should not only clarify the conditions and channels for organizers to obtain “reasonable returns”, improve relevant supporting systems and operational methods, but also establish reasonable incentive and withdrawal mechanisms to promote the healthy development of Chinese-foreign cooperatively-run schools and projects.

He also suggested that high-quality educational resources should be introduced and assessment management should be strengthened. “It is necessary to strengthen the introduction of high-quality resources, establish and improve the early warning mechanism and supervision mechanism, improve the qualification of foreign teachers, integrate Chinese and foreign teachers, and establish new mechanisms and models for collaborative cooperation.” In addition, it is also necessary to improve the examination and approval system, implement the exit punishment mechanism, and promote the optimization and upgrading of Chinese-foreign cooperative schools. ”
