The National Timing Center of the Chinese Academy of Sciences (hereinafter referred to as the National Timing Center) is recruiting directors and deputy directors of the National Key Laboratory of “Time Benchmarking and Application” (to be established) at home and abroad, and welcomes outstanding talents at home and abroad to actively apply or vigorously recommend.

The National Timing Center, founded in 1966, is the only scientific research institution specializing in and comprehensively engaged in basic and applied research on time and frequency, undertaking the generation, maintenance and timing of China’s standard time (Beijing time). The main performance of national standard time is in the forefront of the world. It has built and operated China’s earliest national major scientific and technological infrastructure “long and short wave timing system”, built the only satellite-ground integrated satellite navigation timing test platform in China, and is building the “13th Five-Year Plan” national major science and technology foundation “high-precision ground-based timing system”, which has made important contributions to the construction and development of China’s national time frequency system and satellite navigation system. 
 
The time benchmark is a national strategic resource to ensure national security, support economic and social development, and promote high-tech progress. The mission of the National Key Laboratory of “Time Benchmarking and Application” (proposed) is to research and solve the key scientific and technological problems of the generation, maintenance, transmission and application of national standard time, and to create an internationally leading time benchmark and original innovation source for application. Focusing on the major national strategic needs of independent controllable and high-performance time benchmarks, the laboratory will set research directions such as quantum frequency scale development, precision time scale generation, high-precision time frequency transmission, time navigation fusion and other major scientific issues such as new theories and technologies of precision time interval measurement, new definition of precision measurement and standard time, special environment and ultra-high precision time transmission, and the impact of time measurement on positioning.

Cultivate and introduce outstanding academic leaders and young scientific research backbones, optimize the structure of the research team, and build a world-class scientific research and innovation team in the field of time and frequency. 
 
Focusing on the major needs of the country and the frontier of discipline development, organize and carry out high-level basic research and applied basic research; Organize to undertake major national scientific and technological tasks, and achieve important influential scientific and technological innovation achievements in the main research direction of the laboratory. 
 
Strengthen the laboratory’s academic exchanges with foreign countries, and enhance the visibility and internationalization level of the laboratory at home and abroad.
